If you are absolutely sure you can upload content from the same PC with a different account, then you are likely banned or somehow flagged by Steam, but it's impossible to tell. Really weird, I am actually not sure, it sounds like you followed the steps here already, but I would like to make sure you really have no firewall or antivirus installed or any "cracked" Steam version which was the cause of similar issues in the past as described here:
